Joint Information Meeting with Jackson Town Council and Teton County Commissioners - The second topic is the pathways winter level of service 2011/2012 proposal and the third topic is the Snake River pathway bridge alignment.

1) Parallel Design Process for the Snake River Pathway Bridge
What is this? On August 17, 2011 elected officials reached agreement to finish final design and to go to bid to construct the Snake River pathway bridge south of WY 22. At that time there were several obstacles to locating the bridge on the north side, in particular, the land ownership. Over the past few months the JH Land Trust has been working to acquire the lots on the north side and expects to accomplish this by year-end, allowing the elected officials to re-consider the bridge alignment.
 
At this time, FOP is not specifically advocating either a south or north alignment (we support and applaud the 2013 timeline commitment), but we do believe it is important to consider both options.  The acquisition of the land on the northwest side of the existing bridge is an incredible opportunity for public benefit, and may in fact create significant benefit to a north side alignment according to Town and County staff.  Thus, we have offered to fund a parallel design for the north option, so that the Town and County can take the time to make the best decision possible, without disrupting the timeline for completion (2013). 
 
At the meeting Monday elected officials will either approve or reject FOP's proposal. We strongly encourage your support for this parallel design process to ensure that we have the best project for our community. 2) Pathways Level of Service 2011/2012 Proposal
What is this? You may have noticed that some pathways around the community are being plowed - this is part of a "gold" level of service plan proposed for pathways this winter. Friends of Pathways, Jackson Hole Community Pathways, and Teton County Parks and Recreation have been looking at pathway level of service options for all seasons. This winter marks the first season during which a higher level of service may be provided (thanks to several generous private donations), and a creative look at plowing and grooming options by the Town and County. 
 
Some pathways may be plowed, others may be groomed, and some areas (like the Centennial Pathways in Wilson) will be BOTH plowed AND groomed with parallel ski track adjacent to the pathway. We anticipate the plowed pathways leaving a 1" base so as to avoid black ice hazards. 
 
**Pathway grooming always begins December 15th**
 
One question we have heard recently is how much more plowing pathways will cost. The answer may surprise you - there is no additional cost incurred by plowing pathways and actually there may be cost savings in plowing pathways regularly throughout the winter, vs. having to clear feet of solid ice and packed snow to begin maintaining pathways in the spring.
